日本も安心できない？ 米大統領選のロシア干渉疑惑にみる
2016年の米大統領選で大方の予想に反して共和党のドナルド・トランプ氏が勝ったとき、驚きはしましたが、「SNSやGoogleでフェイク（虚偽）ニュースが拡散したせいだ」という批判には「えー、それはいくらなんでも」と思いました。米Facebookのマーク・ザッカーバーグCEOもそうした批判を「クレイジーだ」と一蹴していました。 ところがその後、敗北した民主党のヒラリー・クリントン氏に不利になるような虚偽ニュースが選挙中に拡散していたことが分かりました。さらにFBIやCIAが調査を進めるにつれて、ロシアが選挙かく乱の目的で米国のSNSに潜伏していたことも判明してきました。
9月になって、Facebookが「気が付かなかったんだけど、調べてみたらロシア政府につながる企業がずっと偽アカウントで広告出していたみたいでした」と米当局に報告しました（偽アカウントは全て削除されたので、どういう広告だったのか、どんなFacebookページを作っていたのか今では見られません）。
Facebookの調査では、この広告を見た米国人はわずか1000万人。そんなことで選挙結果に影響するのか？ と思いもしますが、これは氷山の一角みたいなのです。
こうした広告自体は、不正なものでも虚偽なものでもありませんでした（だからFacebookも介入に気付きませんした）。ロシアに通じる偽アカウントは、例えば米国の黒人支援団体かのようなFacebookページを立ち上げて、「黒人よ、誇りを持って戦おう」みたいな広告を出しました。このページは36万人の「いいね！」を獲得していました。
こうした手法で、人種、LGBT、銃権利団体など、米国内での対立を生みがちなテーマのページを立ち上げては「いいね！」を獲得し、対立を強めるような、でも規約を破ってはいない投稿をしていったのだそうです。
そして例えば、ミシガン州、ペンシルベニア州、ウィスコンシン州などを地域ターゲティングしたトランプ支持者の気持ちをアゲる広告や投稿をしていたというのです。これらの州は、2012年の大統領選では民主党が小差で勝った、今回の選挙にとって重要な州でした。
立ち上げたページの中には政治色も思想色もない「かわいいワンちゃんの写真を投稿しよう」というものもありました。こういう「いいね！」を獲得しやすいテーマでユーザーのデータを集めて解析し、広告の効果的なターゲティングに役立てていたのではないかと推測します。
ロシアが米大統領選操作に利用していたのはFacebookだけでなく、TwitterやGoogleも影響を受けていたとみられており、米政府当局が動いています。
いずれもAIによるターゲティング広告技術を磨いてきた企業。ロシアは実はそれを利用できるくらい、AI研究で上をいっているのかもしれません。
ロシアのプーチン大統領が最近、「AIを制するものは世界を制す」と自信たっぷりに語ったのはそういうことかも？
日本でも、もうすぐ衆議院選挙があります。他国などがネットで日本の選挙に介入するかどうかは分かりませんが、情報収集には慎重でありたいものです。
